Dr. Richard "Dick" G. Wiley, 77, of Skaneateles, passed away Monday, February 2, 2015 in Singapore. Born in Waynesburg, PA, he moved to Onondaga Hill in 1963 and lived in Skaneateles since 1989. "Wiley Bird" was in Singapore doing what he was passionate about – teaching a class on electronic warfare. He was co-founder, vice president, and chief scientist of Research Associates of Syracuse (RAS) prior to his recent retirement. Before RAS, he had been employed by Syracuse Research Corp. and Microwave Systems, Inc. He was captain with the US Army Security Agency Special Projects Unit. During his distinguished career, Dr. Wiley contributed to a number of national intelligence and electronic warfare efforts. He was the author of five books and more than twenty papers on the subject and was active in electronic warfare research. He was elected an IEEE Fellow "for contributions to radar signal interception and analysis." He had over 40 years of experience in ELINT/EW, specializing in signal analysis and receivers. He was active with the Association of Old Crows (AOC) and presented dozens of highly regarded training courses to varied audiences all over the US and in allied countries. He served as chairman of the AOC Professional Development Committee and in that capacity, managed all AOC training courses and the technical track at the annual AOC convention for several years. He held a BS/MSEE degree from Carnegie-Mellon University and a Ph.D. from Syracuse University. An active member of St. Luke's Episcopal Church, he also loved traveling and spending time with his family. Surviving are his wife of 54 years, the former Jane Wilmes; daughters, Laura (Pete) Braggins of Rochester and Martha (Frank) Dickey of Marcellus; sons, R. Bradley (Kelly) of Onondaga Hill, John (Gloria) of Marietta, Tim (Mame) of Marcellus and Jim (Jackie) of Spencerport; sisters, Nancy (John) Book of Slippery Rock, PA and Susan (Don) Holtgrieve of Eugene, OR; 13 grandchildren; two great-grandchildren, with one on the way; and several nieces, nephews and cousins. Relatives and friends may call Saturday, February 14 from 10 a.m. to noon at St. Luke's Episcopal Church, Camillus. Memorial services will follow at noon in the church. Burial will be private.
